New to Maryland
If you are new to Maryland and you are trying to transfer your tag(s) without having to transfer your Driver’s License.
MVA will assign you a soundex number / Maryland Driver’s License #. This will help register any vehicle here in the State of Maryland.
To achieve this, you must schedule an appointment with MVA to fill out Form VR-005 and attach a copy of your out-of -State Driver’s License.
This information will be forwarded to MVA for this number in question to be obtained. Once we receive it , you will now be notified immediately to come down to complete the registration process. Note: This may take up to 3-5 hours to hear back and can only be done when MVA is open.
As a new resident of Maryland you must register your vehicle within 60 days of moving to Maryland. If you delay beyond 60 days, you will not be eligible for a tax credit for any titling tax paid in another state, and you may be subject to a citation for an out of state registration.
Please Note: If an owner of a vehicle originally titled in Maryland obtains a title for the vehicle in another state in the same name, and returns to Maryland, it may be registered by surrendering the foreign title and securing a Duplicate Maryland Title.
Titling a Vehicle
Typically, you will need to submit the following forms to obtain a title for your vehicle:
Proof of ownership
Application for Certificate of Title (form #VR-005)
Maryland Safety Inspection Certificate
Proof of vehicle’s value
Lease agreement and proof of monthly lease payments (leased vehicles only)
Power of attorney - If someone other than you, the new owner, is signing the titling forms for you, this document is required.
Walk Ins are WELCOMED however appointments are preferred.
Title to be mailed
Your title will be mailed to you regardless of how you apply. If you also register the vehicle, your registration card, license plates and expiration stickers can be provided immediately.
